PUPA provides teacher training to low-income caregivers, educators, and parents working with children 0-6 in the community of Cariacica, Brazil. The training methodology, developed for an audience with limited education, centers around recreation and the self-esteem of caregivers in high-vulnerability situations. The training explores five axes of development: music, playing, literature (storytelling), the environment, and health. Two PUPA-certified educators conduct teacher training in 3 modules over 3 months, with each module lasting 16 hours. The training modules are separated by monthly home visits to monitor results, reinforce positive behavior, and address challenges and potential solutions. PUPA promotes the full development of the child by training caregivers and teachers to provide adequate stimulation through simple, play-oriented, and accessible activities. Since 2013, the project has been sponsored by VALE, a private company.
 
PUPA is one of the 10 Champions of the LEGO Foundation and Ashoka's Re-Imagine Learning Challenge.
