CIFF focuses on improving the educational outcomes, in particular learning outcomes, of children -  especially on the critical period of 3 – 6 years old.
CIFF’s transformative goal is to influence and support key national and international stakeholders to understand, demand and develop sustainable systems to measure and deliver quality cost-effective, results-focused pre-primary and primary education. To contribute to this transformative goal, CIFF prioritizes on two impact objectives: to expand the availability of quality, cost-effective pre-primary education for children in the poorest countries and to improve basic literacy and numeracy skills in primary education.  Under these goals, CIFF pursue three strategic objectives:

  1. to shape policy, planning and resource allocation,
  2. to test and scale cost-effective interventions,
  3. and to create public demand & state accountability for quality services.
